After the newest update the game has experienced massive desync issues on PC where it has issues connecting to the session host

When you host a private session you're the session host or the host isn't connecting to many people so it works as intended

If it does then look for a constant pattern when the stutters happen

deleting settings.xml just removes my graphics settings, I got a handful of settings.xmls set up for different scenarios

the pattern is the game running
it doesn't matter what I do, the stutters occur even when doing absolutely nothing

You can bench the game on the lowest settings and observe whether such issue still exists, and if its the case, and they bother you, you should get in touch with official support. And if you find a stable config, tweaks settings and find out what suits your tastes.

Initially when I came across this issue, even they bothered me, but then I wasn't willing to play the game looking like a potato. You should recall that this game engine very old.
