The first option in the "Graphics", you checked it yet? It caps the memory usage to stop abuse of cpu and gpu.

Got a friend into the game, and i made her buy a Dualshock 4. We installed DS4Windows and set the DS4 as a 360 controller. Whenever she uses the left analog stick to move forward, her phone pops up, as if the analog stick forward input also registers as a D-pad Up input at the same time. It's possible that there are two different rockstar launcher app thingies installed on your computer; that was the case and a cause of error for me. See if you do. Uninstall both of them and then let gta 5 install the correct version

There could be alot of reason for this maybe it's because of rockstar servers that encounter issues or it can be maybe because your minimizing GTA when it's loading or corrupted files try verifying games files to check that and you should have some free space on disk where GTA is downloaded also try launching into story mode and see if download and upload is still low hope this helps.
