If that doesnt work, its ur anti virus blocking it, you have older versions of Rockstar that permits it from opening, sometimes it doesnt open if ur not signed into One drive. Let me know if any of those solutions help.

see if you can enter the launcher download page or even the login page on your pc, then try it on your phone, if you can see it on your phone without wifi but cant with wifi on, then im pretty sure someone (one of the many hackers on gta online) blocked access to it with your IP. im having the same issue and contacted my internet provider, thats the only solution to this

Delete the Rockstar folder and re run the game, it'll delete all the issues with the current game and reinstate a proper folder
