I’d recommend the facility in the windmill farm, or the one right below the military base on the map. They’re pretty central in the map so it shouldn’t be too far a travel-time to reach the setup and prep mission locations

As for the finale heist acts, they’d be more convenient to get to by starting off from either location as those are generally located central or top of the map

It also won’t be too vulnerable being so close to the city like the Dam facility location or too distanced like the Paleto one
