if you're talking about the doors that i think you are, the required equipment is just a key. The ones up top on ground level require a key dropped by a guard, and the ones in the basement require a key you get by looting a sleeping guard as a random spawn in freemode, outside the heist actually no, that one opens the drawer in the office so you can get the perico pistol

Yep. I've found a fairly reliable fix which is to switch sessions until the event spawns, which can obviously take a while, but once it does you don't engage with it and instead wait for it to drive away. Then you catch up and the rest is pretty evident.
