Just melee the guy patrolling the stair exit when you exit vault then go to left to the door and ignore the camera

When u enter it wait as far away as possible from the door on the left for the patrolling guy to start turning the other way then sprint and melee him

To fix not seeing the photograph button in GTA 5 Online on PC, you likely need to open the in-game camera by
