No it's on lock on.

It locks onto enemies and some vehicles like helicopters. It's just that none of my vehicles with homing missiles will lock onto most enemy vehicles anymore. It's particularly annoying with the Toreador.

You can buy the Sparrow chopper after getting the Kosatka. It will help with a lot of preps/missions, at least until you get an Oppressor MK2.

As @sleek talon said. When u are done with first and last dose you get acid lab and a supercar. No cooldown btw. Acid lab is 750k to buy and 250k for upgrade. It’s not worth it untill you get upgrade
