Yes that's the first dose missions, last dose missions don't affect the acid lab but you need to do 10 freemode missions named the fooligan jobs to get the upgrades

Now, you only have the Acid Lab and Mutt, nothing else

To upgrade, go to the freakshop and meet Dax, he'll give you a freemode mission. Theres a 48 minutes cooldown between each time u can do them, u need to do 10 of them then you'll unlock the upgrades which are also paid

Do those and they give you a good chunk of popularity. If you do them regularly that's enough to always be maxed. If you did them and havent hit max yet cause you were just that low, either swap DJs or do a regular popularity mission from the computer.

that's been a persistent bug for years, AFAIK there is no clear solution to it. You best chance is that everyone involved completely restarts their games, loads into singleplayer from the splash screen, then loads into a PRIVATE lobby from singleplayer and then the host invites everyone directly into the heist lobby. At no point should anyone enter a public session as that may "contaminate" you (for lack of a better word).

That's the method i've found to have the biggest chance of success but it's still not guaranteed to fix anything

Some cars are considered weaponized meaning they will kick you out of passive mode if you enter
