Weaponized Vehicle Workshop and some missions that unlock trade prices for old weaponized vehicles. None of these are worth it for pvp, some are decent for pve. It's also needed to put missiles on the deluxo, vigilante and scramjet. Insurgent Pick Up custom is a decent buy if you're in 2 player frequently and also requires that. It's currently the cheapest way to get a weaponized vehicle workshop in the game.

the only differences between hangars is their location. The ones inside fort zancudo also allow you to enter the base without getting a wanted level, but they're obviously more expensive to make up for this.
