You're most likely killing the guard who walks from the top of some stairs towards the Main Gate after the 2nd spot he stops at when going in that direction. The guard who spawns by the car sees the body.

The others take too much time/trouble. You only lose 3% of stock if you start a new session to decline other vehicles.
