If you want to transfer your story mode progress, you will need to upload it from legacy before removing it. Online progress is saved to rockstars servers, so in that case you can uninstall legacy without a worry

Then do a simple time lap, when you beat it, go to the cars meet and you can customize your car there as well as a free use of hsw

I suggest using the free use on Hakuchou drag since it’s great for going around and is expensive (around 1.5m)
