Of course, you could also spawn at the new garage, step outside and call your mechanic to deliver the car and then drive it in. Or, spawn anywhere, call for the car and job warp to the new garage.

Or, wait for PC to get the E&E features this year and hopefully the menu function for organizing garages will be included. (I haven't researched how that function works. Hoping it helps.)

I believe the timing of the limit is based on when you were paid. So as long as what you make when you finish a run doesn't put you over the limit for the previous half hour, you should be fine. The limit does not seem to include the elite bonus.
