It's hard to explain through text, but casino hardmode is achieved by doing 1 approach, picking another for your 2nd run, then immediately going back to the first approach for your 3rd run.

The game will not let you cancel heists until you have completed all 3 approaches, so I usually tell people to get the aggressive out of the way, then they can alternate big con with silent sneaky.

I don’t think there is a fix for it so I have learned the spawns and the direction to look at to get them to spawn at the different locations. If you are new, I recommend you do the clucking bell farm raid and the acid lab business. They are a good introduction to the two different ways of making money in GTA. TGG has very detailed step by step guides for those two in YouTube.

Once you find out what you like and make some money then you can invest in stuff that makes more money.
