If it’s for the event then I think you need to own the auto shop. Because it’s part of the exotic exports event which comes with the auto shop. You’ll either need to see the board or contact sessanta for the daily list.

try setting 8.8.8.8 and 8.8.4.4 as both your primary and secondary, and or you could try turning off your vpns because i know for a fact proton vpn changes your nat type to strict

you could also forward gta ports on your computer and router

Completing all researches takes a very long play time, so plan accordingly
