to start a nightclub boost mission you must be in CEO or MC. You cant do that while in passive. Ive heard of other people suggesting that as well but it makes no sense? How do you be in a MC or CEO while in passive?

Either switch DJs (with money), or after entering Nightclub go passive (don’t register as Ceo or Mc).

Gonna be honest. The both have the same practicality. Just the Toreador has boost, sub mode, and is generally the better vehicle. Deluxo can fly but its ass its a sitting duck for PvP. One dude with a sniper gonna take your Back to the Dirt real quick.
