You can finish it's preps even with a basic bike, but will consume time. So, getting something to fly around (oppressor mk2, Kosatka Sparrow, Buzzard etc) would make it faster.

i think it's an optional prep mission. I believe you need to own a penthouse and do all the missions in there first before unlocking that prep. Although there might be another way to unlock it too not sure

you get discounts on customizing your vehicles and a couple more custom options on lights and stuff just like in LS Meet. You unlock missions like the Union Depository mission that pays decently and is kinda fun. Every 48 minutes a car will show up in your auto shop, and with upgrades your auto shop can hold two of these cars. They are from clients who want you to customize their vehicle and deliver it back to them for some very quick profits.
