You can't move cars into that garage anymore. But you can move cars from that garage into other garages. Also you won't be able to purchase any new cars and send them there.

The fee is only cosmetic, basically. You set it to 100$, you set it to $5,000 it doesn't matter, you don't get this money afaiknow, and players seldom enter nightclubs anyway. Npc's don't pay this
