The virtue is a really good one, you could also get some weaponized vehicles like the toreador but i would highly recommend getting the virtue because once you have the agency you can buy missile lock on jammer and armor and its pretty quick

and you can get it for free (minus the upgrades) if you do the five missions for it

I'd get the hanger if you have other ways to make money, having access to planes is epic but if you want to expand your money earning options first get the warehouse
