You need to go to the Music Locker, which is on the north side of the casino building, and should be labeled "Music Locker" on your map. Facing the casino front door, follow the wall to the left side of the building, and you should see a marker on the ground in front of a door. Enter it, and talk to Madrazo.

It's the go to for everyone because of how quick it can be done (5-15 minutes) compared to other heists, such as casino which can take 12-20 minutes, or Act 2 which can take 10-20 minutes.
