Rockstar's choice for it is weird sometimes.
You can get the effect with tracers on MK2 weapons, though its not worth the fact the ammo costs more and you can only carry a bit.

it black screens you instantly instead of playing the 10s cutscene before black screening

can be done after every prep where you need to enter the sub but I found the trigger to be somewhat quirky

make sure your sub is semi-submerged in water and has autopilot on so that it doesn't bounce up and down much, and when entering the sub, you essentially need to get the "E - Enter Sub" prompt while you're in the swimming animation instead of on your feet @cyan sky
