in free aim its easier to take out the 3 guards near the boat, and when you leave, another guard will spot you, unless you have good aim, not my case, but even when he detect you, you're fast enough for the ai not be able to shoot you or send boats (wich has the 1-shot gun), the buzzard is probably not even going to hit you or the boat, and the el rubio will get off your back as soon as he gets close to you
