Green=key card spawns
Red equal= gate key spawns
If a guard/guards circled twice with two colours its means they drop both simple as that
Hope that any clears the confusion

For key cards (green circles/numbers ) highest drop rate from my experience is
1 and 2. (I go to 1 first because it has higher drop rates for me) usually don’t have to go after other numbers
Gate key spawn rates are pretty high and centred around office
So just kill those guys and if u don’t find there go kill the two next to pool

I kill jug because it lets you be sloppy as shit with your kills with little to no punishment

Its not bugged. It just takes a long time. You have to participate 25 different adversary modes. Different iterations such as Sumo I and Sumo II don't count as seperate adversary modes.

The main issue is that Rockstar only makes 1-3 modes available at a time. As of now, Rockstar typically changes it weekly so you will need to pay attention each week.

Also for some of the remix adversary modes such as Sumo Remix will in fact count separately from the original Sumo adversary mode.

I did the Career progress 3 times and Adversary modes is always the last one that gets done because it's just waiting on Rockstar to make another mode available.
