One solution for eternal loadings is to open the Resource Monitor
Look for the GTA process and suspended
wait around 5 seconds
then right click it agan and click Resume process

Then your lobby will get ewmpty and the eternal loading will stop

if it doesnt work try again
at least you dont have to restart the game

this is also a pretty good way to get an empty public lobby
