They're projectiles, they take time to travel and if your target is moving you have to lead your shots. As a matter of fact that's the case for all weapons, it's just most noticeable with the heavy sniper because of its' range. But even when you have someone going past you in a toreador at full speed, the key to minigunning their ass is to slightly lead your shots as well. Same goes for minigunning mk2's and any other vehicle going at high speeds.
