Well first get a sparrow or any low leveled heli while having the scuba outfit equipped and go to this spot....

Then park your sparrow like this so you wear the scuba stuff ( the oxygen tank and flippers ), get in the sparrow > Open Interaction menu > Apperance > Accessories > Wear anything ( I just wear glasses ) > switch sessions.

You'll spawn in with the scuba outfit with flippers intact. Save it in the outfit store and then just follow beatsdown video for the outfit merge ( With the scuba flippers )

if you start an og setup/heist with a heavy vest that gives you 2x hp on and then apply a scarf through interactoin menu it will hide the heavy vest enabling you to run faster but also keeping the 2x hp bonus

though this effect is reset on cutscene checkpoints, so if you're playing pacific standard finale for example, you should apply the scarf only after exit bank cutscene

yeah to get rid of the vest you can either apply your scarf or get into water to get the scuba gear instead of your vest
