no, shooting through walls is just how the game works

So due to his distance from you and certain objects, some stuff is not solid for him anymore. Thus being able to hit through walls, although you can do the same.

He's also using thermal. Your heat signature can be seen through walls at certain distances.

How to counter? Move closer, or drive something to where it's just hard to hit you

Or do the same back if yiu can.

Even with that you can defend the chopper for a bit

Idealing, this is the best route, being you have only 2 enemies on it, and they can be melee'd, then I use my personal vehicle, as place of Getaway / NPC car so it does not matter

The good thing I like about this route, is during the entire time you don't have cops
