Exotic Exports flight plan...start at the X, where you drop them off, small planes will spawn right there. criss cross the city 2-3 times, then loop around paleto. only ONE will be active at any given time

if you make like 2 loops and still nothing, then head along PCH from the pier to chumacsh, check Sandy, etc some of the odd spots only have a few spawns

you can also show all 100 spawns on the map at gtaweb dot eu, just work up some kinda path that hits the dense areas
