Supply percentage (depends on business) passes a limit or you were ceo/mc for some time and was doing nothing, like not doing heist, missions etc.

Bunker stock limit is 50%. Or you were doing nothing for 5 hours (10 hours if you have security upgrade). If you have more than that, expect raid.
