These are normal hit targets which should refresh every in-game day (48 minutes) except they don't change. Unless I have done all 3 of the normal targets available? Is this correct or am I missing something here so I can optimize my changes?

The three bounties on your board only refresh every 48 real-time minutes, so if you've already captured those specific targets, you simply have to wait for the next cycle and hope the missing ones appear.
