There's no need to spam. Also, dialogue skip is different on each situation, general rule is: on Freemode works/preps you can call any contact at any point of the dialogue to skip it, during Mission/Heists only few contacts work, for example Mors Mutual, Assistant, Brucie. There are some exceptions: in some preps, where the dialogue progress after you do a certain action you need to combine the phone call with Mask Audio in order to skip the whole dialogue, and on Doomsday you can skip the dialogue only by starting the phone call towards the end of it and letting it go until the dialogue ends

Where to install it
You need an Agency and its Vehicle Workshop.
Buy an Agency property (from Dynasty 8 Executive)
Go inside your Agency
Purchase/upgrade the Vehicle Workshop
Then use the workshop computer or the vehicle mod menu to install Imani Tech upgrades
Select Lock-On Jammer (if the vehicle supports it)
Important notes
Only certain cars support it (mostly newer DLC vehicles)
It’s part of Imani Tech upgrades, so you won’t see it at Los Santos Customs
You also need to be in the Agency garage/workshop, not a regular mod shop
If you want, tell me the car you’re trying to upgrade and I can check if it supports the jammer.

No — the Nightshark’s windows are not fully bulletproof in GTA Online.
They are heavily armored, so they can take a lot of gunfire
But they will eventually break / let bullets through with enough shooting
It is not like the Armored Kuruma, which has true bulletproof windows
Quick summary:
🟢 Strong resistance to bullets
🔴 Not 100% bulletproof
💥 Explosives will still destroy it quickly
So it’s great for survivability in freemode, but you can still be shot out if someone focuses fire on you long enough.
