Late response, but:

1. Fully fill a garage, including the car(s) you want to get rid of
2. Steal/jack any storable traffic vehicle
3. Store it in that garage, replace the car you want to delete (it gets deleted and replaced by the street car)
4. Repeat until all the cars you want gone are replaced by traffic cars
5. Pull the traffic cars you just stored out one by one, and blow them up
6. Since the traffic cars are not insured, they're deleted when you blow them up, freeing up a space.

The Bombushka can store cars in its cargo hold if you don't give it certain upgrades that cause an invisible wall to appear

however bikes? probably not, since they'll usually bug out and explode when placed in the cargo bay
