Are you talking about for upgrades? If so you only need weaponized vehicle workshop which could be from the MOC or the avenger those can both have it. Maybe the agency workshop might be able to also but I could be wrong. I'm not sure if there's any other properties that can make the upgrades though or I'm forgetting which ones
