No, you need to complete Tier 1 - 3 and then complete the entire Tier 4 challenge list to get the awards.

The "worst" main target is really the 3rd best main with secondary if you also factor in panther + diamond above it, due to secondary values alone
Madrazo files are one time + required, and bonds and necklace are in that awkward middle point where they pay slightly more than tequila in base value but give zero other things
