You need to research it in the bunker and then you also need a weapons workbench to use on your heavy sniper to make it an Mk2 heavy sniper rifle, then you can use the researched exp ammo to put on it

Do note that there is 51 researches in the bunker, and it is entirely random what order they appear in so you can either get it last, or get it first in the lineup, it takes about ~11m to buy all of the research and a god aweful time if you wait it all out just buying supplies
