If you want differing heist options, cancel the heist. Game will only give you setups and finales of the specific apartment heist you currently have activated.
Deliver EMP is also just where most people get stuck as they’re probably in the same boat as you, where low levels fuck it up.

with current discount, yes, probably. it makes 750/d base which is hardly anything, but-

1. makes 1500 a day passively once upgraded instead of 750 (completing 15 missions), as do higgins helitours and smoke on the water.
2. the money laundering missions for them make like decent money
3. most importantly, car wash makes money off of ALL your businesses. if you have all of them that's close to 25k/d. if you have a good bit it'll be less.

anyway with 25k/d which requires like zero work (you need to have most businesses to get that much tho) that means itll pay itself back in 20 in game days with zero effort. (im pretty sure its only 500k rn, right?) if you have half that many businesses itll take like twice as long. not every business gives same amount so thats not perfect but, you know, decent estimate
