Simply restart your game, if that doesn't work, verify your game files to get rid of anything, or repair any files that may be a little buggy (and if that doesn't work, clean your profile folder out and relaunch the game to create a new cache of the profile files), and if those don't work, then go to rockstar support page, get a massive compensation for the issue then wait for it to fix itself

Also as a side note, the cooldown is 144 minutes solo, or 2 hours and 24 minutes if you want it more simple, 48 minutes duo and up, people doing 2.5 hours, or 3 hours are not on the dot, best to save people those extra minutes and just tell them the correct amount of time
