I know I’m replying late but first you’ll need to do a full run through of cayo perico so you can recover the madrazo files, after a cooldown (48 minutes if you did it with people, 2hrs24 minutes if you did it solo) then you’ll be able to pay $100k to setup the heist again, and in that gather intel mission you’ll be able to scope the panther statue

Also realistically you only need to spend $3.8M to have everything you need for the kosatka the rest are not necessary items

$2M ($1.3M this week) for the kosatka, $1.5M for sparrow, and $240k for sparrow homing missiles
