Although you need to keep in mind, the insurgent pickup has a custom varient of it that can be stored as a PV, you need a workshop of some kind to get mod to make it a call in vehicle to a personal so even if you bought it, it won't be yours until you get that upgrade, you basically just get the stock version until then
And mind I also add, you do need bunker research for some parts on the vehicle like armor, and the weapons obviously
