A simple Phillips head screwdriver, most modern PC cases have screws holding the side panel on the case, it's either tempered glass or metal

And just spray the dust out, simple, preferably outside unless you want dust flying around in your house

As for holding the fans still while blowing it, I sometimes do, sometimes don't, people do warn about wear on the bearings because you're making the fans spin with external force, not from the motor, or a slight signal being sent back to the motherboard, frying it (Which is a relatively low chance because modern motherboards are significantly more resilient)
