In original rby, Special being one stat makes blastoise the best because hes supposed to be "the tank" but it gets applied to attack too.
Meaning Blizzard obliterated the whole 3 dragon types, took very little damage from non-physical attacks, and while slower than Zard, was not weak to it, and even though Blue takes venusaur, your aforementioned Blizzard wipes your weaknesses.

Remakes fix this issue, because the Defense/Attack split occurs in gen GSC and the Physical/Special split for types occurred in RSE
