Kamacho is a good car for offroading, while Toros can go faster than the HSW Astrom Custom if you curb-boost with it

so Kamacho with off road tires and Toros with whichever ones you want, I prefer carbon high-end wheels

armor reduce body damage
suspension is mostly aesthetic but on some vehicles can affect whether you collide with curbs / small bumps easily, and can really affect how well a car handles when going around a corner at sufficient speed

spoilers also have a bit of an affect at high-speed handling (drag)

if its engine or brakes, highest. Suspension / spoiler, mostly just cosmetic I wouldn't worry about any nuances with performance or handling since those are majorly vehicle specific anyways

some vehicles have inherently very high acceleration values so you wont want to max out engine / transmission

but thats also preference

yes, career progress makes you money and depending on which ones you do, you also get a free vehicle(but sometimes it's better to just grind heists/businesses to buy the vehicle instead of doing career progress, for example Armored Kuruma)

Armored Kuruma is pretty cheap but if you wanted to get it through career progress only, you would have to do the Criminal Mastermind Challenge(or whatever it's called), which means you have to do all the original heists(Fleeca, Prison Break, Humane Labs, Series A and Pacific Standard) with the same crew in the order they go without dying once, even during setup missions
