I think Hamilton answers this question pretty simple. To sum it all up, ofcourse noone has ever won a title without having the best car except 1986, 1995 and 2000. My point is if you get behind the wheel of a car like that it doesnt matter, you also have to finish. Look at hamilton's teammates, theyve all struggled if you look at their results, except rosberg of course who managed to outbest him and win 1 title, my point still is that to drive a car like that you have to prove yourself also. Look at mclaren this year, how piastri and lando proved themselves with oscar winning 2 grand prix and lando winning 3 even though they had the 4th worst car in the grid, and winning the gp is still a big achievement, just because you didnt win the title it doesnt make you a loser

Each team has the task to learn from the others and build a car that fits their driver in theory.
The driver is given the task to put the theory into practice, and if that's not possible, you need to figure out what went wrong:

• Different conditions (Temperature / Wind / Air pressure?)
• Conflicting elements (Part A causes Part B to generate too much heat / not enough downforce, etc.)
• Skill issue (Driver can't drive.)

While F1 does prioritize the car's potential over the driver, the driver still has to maximize when it comes to delivering results.
AMG has two decent drivers with a car that is consistently inconsistent. Sometimes it's stuck in the midfield, other times it gets a 1-2 finish.
Ferrari has a good car and two drivers that are known to be a bit inconsistent at times. Pair that with Ferrari's infamously poor strategy calls and pitstop performance, and suddenly the car can't do much about it anymore.
Red Bull has had a good car for early 2024, until their rivals caught up. They fumbled their upgrades and never really managed to catch up until after Singapore. At that point, they definitely improved, but they still made some poor calls, such as the wrong wing for the Vegas GP. The RB20 itself is a rather difficult car to drive, which may explain Perez' poor performance compared to Max.
Meanwhile, Max is giving it all to make the most of the car.
