I could set two rules: one rewards role x when txt level reaches 5, the other rewards the same role x when voice level reaches 5. This way a user would get role x whichever way they reach level 5 first. But the probot would send a dm twice, once for when user reaches txt lev 5, once for voice lev 5.

To do your "Colors List" you've to create numbered roles ascendengly, which means you've to create roles as the image below explains.
colors roles only works with exact numbers, they can't have mod permissions otherwise it won't work. dragging these roles above your moderators roles position is not recommended as they'll have the access through it to higher position roles.

I see, try the following steps:
Enable the welcome image, and select To a channel then save, after that disable it and save again. After that let someone join your server and see if it works
