"messages" are basically the embed messages that you're send

So just go back to the embed messages tab, choose your embed message and in the upper right corner click send

choose the chennel on whoch you want to have self roles

So after your users reach the required voice level for some role, they still need to send at least one text message just to get some text xp and get their reward roles.
Also there's no level up message for voice levels

We're not blocking connection from that country, you just got rate limited by Cloudflare due to sending too many requests, and using VPN basically changed your IP address to some another one that is not blocked. All the rate limits are issued automatically by Cloudflare and are not related to the place from where you're connecting, also it is temporary, so you could just wait for about 15 minutes and the block will disappear by itself.
Next time, instead of blaming us for things we haven't done and writing in capslock, just wait for support or check the pinned messages - there is information about the rate limits.
