I've tried taking the bots out and bringing them back which worked briefly, but the bot is back to doing nothing.

if that worked you'll probably have to run the command
#role all -Level 2
this way it removes the level 2 role from everyone and it assigns it over again to whoever updates his text xp i suppose

same goes for level 1,3,4 etcetera

send few messages in a text channel till he gets any amount of text xp in /rank

this user apparently haven't sent any messages since probot entry meaning his account isn't included to the database yet
ask him to send few messages, make some text xp then it should work

this error occurs sometimes cause of discord
keep trying till it works, or you can just try the hash prefix
#points reset — resets all
#points reset @user — resets specific user points

we're already moving from # to / according to discord decisions on verified discord bots
but you can still use # beside / but not for long

however hash prefix won't pop up the same commands window as the slash one does so like i said above you just send
#reset points — #reset points @user
