I tried going towards the Rock Creek Bridge mission since I forgot to complete it, but when I get there the person doesn't show up.
Even after quitting and rejoining, they don't appear.

I've also tried leaving the area and coming back, to no avail

They're still not showing up after two days...
Is my save broken?

You will have to load a save from before you entered the area for the first time.

...Which is impossible, because that save has been deleted. And it's been 3 days.

Once you do the above, the mission should appear in Trading Stations again.

Also, before accepting the mission again, create and keep a save file file to jump back to in case this bug happens again.
