You can get away with the cheapest vps plan at basically any provider. I'd recommend Hetzner though, been with them for like 2 years or so and never had any issues.

You can most likely find one thats like $1-2 on another provider

You should be able to dockerize your bot and run it on azure

If you have any old device available that can run node, use that
Oracle also offers a free 1 core 1gb ram server that is pretty much always available and should be fine for a more basic bot, in fact I use it as a proxy for my self hosted mc server (albeit with under 10 people)
