gpu and all fans turn on
but PC won't post
suggested removing GPU to see if pc gets to bios, but there is no on board video out

welp, friend gave me more info and boy o boy, I think its a lost cause, thanks for reading if anyone did... he burned his mobo (which means anything can be broken) managed to get one of the only motherboards in existance without any status indicator or video IO, and has 0 ability to do anything outside of unplugging and re-plugging stuff

In my time with PCs, that's roughly 14 years, I never seen that
