You would use worüber talking about an object/idea/whatever and über wen when talking about a person.
Can we use Über Was for an object?
I think that the wo-compound is considered standard and formally correct while the prepositional form is considered mostly as colloquial/spoken.

That's right, every time you want to say "über was" you will use Worüber. It's the same with using Darüber instead of über das. For example: Wir haben bereits darüber gesprochen.
And always when talking about people you'll use the preposition + the article in the correct case.
über + akk so über wen
but also
mit + dat so mit wem
As in the "phone greeting" Hallo, mit wem spreche ich?
