Up to a certain point yes. Usually they allow up to one month from the time lectures start. Some universities do not allow and for those yoh have ti defer to the next semester

A university doesn't have an nc, only nc courses. And no, depending on the course, even if its nc frei they can decide to send out admissions after the deadline
